This Strategy [Mount Isa City Council Sport and Recreation Strategy 2018-2027] was prepared by CPR Group on the Sunshine Coast and we thanked them for the incredible work they’ve done in preparing this document. They’ve spent many months extensively researching and gathering data and information about the various sporting activities and facility use in Mount Isa. From that, they have put forward 25 recommendations for Council to consider going forward. We are pleased with the Sport and Recreation Strategy 2018-2027 and look forward to what we can do to continue making our city’s sporting facilities the envy of our region.

The SEN Clubs and Societies Leadership Development Program, facilitated by CPR Group in collaboration with SEN, is a targeted professional development initiative designed to equip club and society managers across SEN member campuses with essential skills, confidence and knowledge to support student clubs and societies. CPR Group has consistently received glowing reviews from participants who now apply the practical insights and skills acquired through the program in their roles.
ANU Sport at the Australian National University (ANU) commissioned CPR Group to undertake a comprehensive review of ANU Sport’s business model and governance structure. The review aimed to identify a model that would enhance ANU Sport’s alignment with the university’s strategic objectives and improve the organisation’s capacity to deliver effective sport and recreation services. This project addressed risk management, operational sustainability and the formalisation of ANU Sport’s relationship with ANU. The overarching goal was to ensure that ANU Sport could operate as a sustainable entity that supports the ANU community’s health, wellbeing and engagement through sport.
CPR Group was engaged by the City of Moreton Bay (Council) to develop a disaster resilience program to strengthen community organisations’ capacity to prepare for, respond to and recover from natural disasters. The program was designed to align with the PPRR (Prevention, Preparedness, Response, Recovery) disaster management framework, equipping local organisations and stakeholders with structured tools and strategies to build long-term resilience and reduce the impact of future disasters across the Moreton Bay Region.
CPR Group was engaged by Noosa Shire Council to prepare a Land Management Plan (LMP) for the proposed ReGen Noosa Wellbeing and Community Hub at Noosa District Sports Complex. The LMP was designed to ensure the hub’s development aligns with the land’s designated purpose and complies with state legislation and local planning frameworks. The plan focused on integrating sport, recreation, allied health and community services while preserving the site’s recreational value and enhancing public access.
CPR Group was engaged by Noosa Shire Council to conduct a Feasibility Study, Quantity Surveyor (QS) Estimate and Cost Benefit Analysis for the proposed ReGen Noosa Wellbeing and Community Hub at the Noosa District Sports Complex. The project aimed to assess the viability of the new hub, which would integrate sport, recreation, allied health and community services to benefit the broader Noosa Shire and Sunshine Coast region. The study's objective was to provide Noosa Shire Council with an informed roadmap for securing investment and ensuring the project's success.
Gladstone Regional Council engaged CPR Group to prepare an illustrated vision statement, prioritised implementation plan and high level site layout plan for the 1770 Camping Ground in Seventeen Seventy. This iconic site, known for its coastal beauty and high visitor occupancy, required this project to enhance its facilities, preserve its natural environment and ensure long-term sustainability while improving the visitor experience.
Logan City Council engaged CPR Group to develop Site Development Plans (SDPs) for key sports and recreation sites, including Lowe Oval, Bill Norris Oval, Waller Park, Merv and Ollie Musch Reserve, Skerman Park, Logan Metro Sports Park and Ewing Park. These plans were designed to guide future development, ensuring that each site met the community’s current and projected needs. The overarching goal was to enhance the functionality and utilisation of the sites while creating sustainable, high-quality spaces that promoted active, healthy lifestyles.
Club IQ was developed to strengthen Queensland’s sport and recreation sector by providing resources and tools to club volunteers. The project aimed to equip volunteers with the skills, knowledge and confidence needed to build strong, sustainable clubs that would thrive well beyond their tenure. CPR Group led the initiative to support the long-term success of over 10,000 clubs across Queensland.
CPR Group was engaged by Hunters Hill Council to provide ongoing grant research and management services for Council’s priority projects. This engagement included identifying suitable funding opportunities, assisting in the preparation of applications and ensuring Council was well-positioned to secure external funding for various projects. CPR Group helped Council successfully apply for the Level the Playing Field Grant, which resulted in securing $1,905,678.00 in funding.
The Longreach Walking Network Plan (WNP) was developed to improve walkability across Longreach by creating safer, more accessible and convenient pathways. Funded by the Department of Transport and Main Roads under the Walking Local Government Grants, the project aligned with the Queensland Walking Strategy 2019–2029, which encouraged walking as a primary mode of transport and recreation for all residents.
The plan aimed to establish a connected and easy-to-navigate walking network, ensuring that pathways were comfortable, safe and pleasant for all users, including those with mobility challenges. By enhancing access and connectivity between key destinations, the WNP promoted a healthier, more vibrant community while supporting local tourism and environmental sustainability.
CPR Group was engaged to develop the Winton Cemetery Master Plan, which aimed to create a comprehensive strategy for enhancing and expanding the Winton Historic Cemetery. The project sought to honour the historical significance of the site while addressing the current and future needs of the Winton community. The plan provided a clear vision for the cemetery’s development over the next 100 years, ensuring it remained a respectful, accessible and aesthetically pleasing space for all visitors.
The Wests Tigers Rugby League Football Club (Wests Tigers RLFC) Master Plan serves as a strategic blueprint designed to guide the development and optimization of the club’s land, with the overarching aim of creating a comprehensive multi-sport community hub. This plan is intricately aligned with Mackay Regional Council’s broader objectives of fostering healthy communities through the provision of appropriate sport and recreation facilities.
A constitution isn’t just a legal necessity in sporting clubs and not-for-profit organisations; it’s the blueprint of effective governance and operational clarity. Recently, CPR Group collaborated with Pioneer Valley Golf Club to update their constitution, setting them on a path to good governance practices.
CPR Group was engaged by Gunida Gunyah Aboriginal Corporation to prepare their Community Connection and Wellbeing Strategy. This initiative aims to enhance the social and cultural fabric of the Aboriginal community in Gunnedah. The strategy is envisioned as a dynamic, practical document that will serve as a guiding framework for future initiatives, fostering community connection and improving wellbeing by addressing specific challenges.
The Gracemere Junior Rugby League (JRL) Master Plan aims to upgrade the club's facilities to meet the growing needs of its members and the community. The plan is designed to enhance the sporting experience, increase participation rates, and foster community engagement. It focuses on creating a safe, inclusive, and well-equipped environment that can support the club's growth and provide a central hub for various sporting and community activities in the Gracemere area.
CPR Group was engaged by Burdekin Netball Association to guide the establishment and long-term provision of quality infrastructure to benefit all users of the association's facilities through a master plan package. Following productive online meetings and site visits, CPR Group consultants embarked on a journey to develop a comprehensive master plan package that would support BNA's future growth and enable the organisation to secure government funding.
Gunida Gunyah Aboriginal Corporation engaged CPR Group to investigate the feasibility of establishing a separate enterprise dedicated to the repair and maintenance of their managed property portfolio.
The Mount Isa Amateur Netball Association (MIANA), with CPR Group, crafted a strategic plan to guide its next three years. This roadmap, developed through workshops and detailed analyses, sharpens MIANA's focus on governance, administration, and financial health. Aimed at fostering growth and community engagement, the plan establishes MIANA as a key player in advancing netball in Mount Isa.
The Wests Juniors Australian Football Club crafted a Facility Master Plan and Strategic Business Plan to enhance its infrastructure and ensure long-term viability. Through collaborative workshops, the plan focuses on sustainable growth and maintaining the club’s traditions, guiding operations and facility development for the next three to five years.
The Mackay Regional Council revised the Brewers Park Management Model and Master Plan to enhance facility sustainability. Through community collaboration, a new management structure and a strategic master plan were developed, ensuring Brewers Park remains a central sports hub in Sarina, well-equipped for future needs.
CPR Group developed a master plan to address the site's high utilisation, the region's population growth, and showground’s space constraints. The Nambour Showgrounds Master Plan envisions the site as a thriving community hub with a pivotal role in the Sunshine Coast region's social and economic fabric.
The Sunshine Coast Regional Football Plan was initiated to thoroughly analyse the region's football facilities, assess their suitability for expected population growth, and address the requirements of local football clubs. Council is now equipped with the confidence and commitment of user clubs and associations to establish a regional football facility, and a dynamic Power BI data model provides Council with an adaptable database to be used for future Council initiatives.
CPR Group developed the Moreton Bay Equine Network Mapping Report and Action Plan to provide an understanding of the equestrian network, enabling strategic and prioritised investments in facility improvements across the Moreton Bay region.
CPR Group developed a Park and Streetscape Infrastructure Manual to provide Longreach Regional Council with a tool kit to efficiently and consistently reinforce the identity of each of the region’s townships - Longreach, Ilfracombe, Isisford and Yaraka.
CPR Group conducted a Business Case and Facility Plan to determine the potential and feasibility of developing an Equestrian Centre of Excellence at the Toowoomba Showgrounds. The Business Case outlines a comprehensive transformation of the Toowoomba Showgrounds and Event Centre's existing equestrian facilities into a versatile equestrian centre capable of hosting national and international level equestrian events, including both Olympic and Western disciplines.
CPR Group developed a report and interactive tool to provide a detailed and region-wide understanding of the Sunshine Coast’s extensive community venue network. The report provided background information, observations, and recommendations based on data analysis, population projections, demographics, regional planning strategies, and industry standards. The report sets a contextual foundation for community space provision in the Sunshine Coast region out to 2041.
CPR Group developed a business case to thoroughly assess the options, potential, and limitations of the Harvey Road Sports and Events Precinct. The business case included a cost-benefit analysis, technical feasibility assessment and a stakeholder-centred approach. The project focuses on creating an iconic yet versatile facility that's functional for daily use and adaptable for large events, prioritising community needs.
Recognising that housing is fundamental to community wellbeing and regional liveability, the Council commissioned CPR Group to gain a comprehensive understanding of the local housing situation. CPR Group conducted desktop analysis of the housing situation in Longreach, which involved data collection, demographic and economic assessments, as well as reviewing the current state of the housing market and its supply including the roles of state and local government, land use and zoning.
In the Yuleba Beautification and Liveability Master Plan, CPR Group aimed to consolidate, connect and elevate the region's strategy approach to livability. The plan will strengthen Yuleba's identity, liveability, and attractiveness to residents and visitors.
The Program, which began in 2020 and runs until 2023, aimed to provide online training sessions to improve the knowledge and skills of Brisbane City Council staff and community facility tenants. The program included monthly interactive webinars for community sport and recreation organisations, separate online training sessions for BCC community facilities staff, and a series of instructional videos to help tenants navigate Council's processes for community leasing and to deal with flood preparedness and recovery.
