Disaster Resilience for Community Organisations
City of Moreton Bay
Purpose
CPR Group was engaged by the City of Moreton Bay (Council) to develop a disaster resilience program to strengthen community organisations’ capacity to prepare for, respond to and recover from natural disasters. The program was designed to align with the PPRR (Prevention, Preparedness, Response, Recovery) disaster management framework, equipping local organisations and stakeholders with structured tools and strategies to build long-term resilience and reduce the impact of future disasters across the Moreton Bay Region.
Approach
CPR Group employed a comprehensive and structured approach to deliver the disaster resilience program, focusing on the following key elements:
Applying the PPRR framework: The program was developed around the phases of prevention, preparedness, response and recovery, ensuring a holistic approach to disaster management:
Prevention: Formulating measures to mitigate disaster risks
Preparedness: Enhancing readiness among organisations
Response: Establishing immediate actions for coordinated disaster response
Recovery: Planning post-disaster recovery efforts to restore stability and infrastructure
Engaging stakeholders, including Council’s emergency response team, community organisations and at-risk groups to incorporate a wide range of perspectives and ensure alignment with local needs
Developing practical resources to support disaster management efforts, including an action plan template, comprehensive checklists, communication and evacuation plan templates, response and recovery guides, and an asset management tool for maintaining vital infrastructure. Each resource is designed to be user-friendly and adaptable to the specific needs of each organisation
Delivering workshops to community groups to facilitate understanding and implementation of the PPRR framework and supporting resources, ensuring that local organisations are equipped to carry out effective disaster resilience practices
Creating community engagement materials like posters and flashcards to promote awareness and readiness, covering essential disaster management contacts and relevant phases of the PPRR framework
Outcomes
The disaster resilience program provided Council with a structured and actionable framework to enhance community organisations’ disaster preparedness and response. By using the PPRR model and delivering workshops, the program supports sustainable, proactive disaster resilience measures that empower Council and local organisations to mitigate, manage and recover from natural disasters effectively. Including comprehensive, user-friendly resources and workshops ensures that community groups are well-equipped to implement resilience initiatives, strengthening social networks and fostering long-term safety and readiness. This program sets the foundation for enhanced community resilience and coordinated recovery across the Moreton Bay Region.
