Purpose

CPR Group was engaged by Noosa Shire Council to conduct a Feasibility Study, Quantity Surveyor (QS) Estimate and Cost Benefit Analysis for the proposed ReGen Noosa Wellbeing and Community Hub at the Noosa District Sports Complex. The project aimed to assess the viability of the new hub, which would integrate sport, recreation, allied health and community services to benefit the broader Noosa Shire and Sunshine Coast region. The study's objective was to provide Noosa Shire Council with an informed roadmap for securing investment and ensuring the project's success.

Approach

CPR Group utilised a collaborative and comprehensive methodology to deliver the Feasibility Study, ensuring alignment with Noosa Shire Council’s strategic objectives. The approach involved:

  • Conducting thorough site assessments to evaluate the suitability and infrastructure needs of the proposed location

  • Engaging a wide range of stakeholders, including local sporting bodies, allied health professionals and not-for-profit organisations, to gather input and identify community needs

  • Developing detailed concept designs and preparing a Quantity Surveyor’s cost estimate to provide clear financial insights

  • Completing a robust Cost Benefit Analysis to assess both the short and long-term social and economic impacts of the project

  • Recommending governance and management models to ensure the effective operation of the facility upon completion

Outcomes

The ReGen Noosa Wellbeing and Community Hub Feasibility Study provided Noosa Shire Council with a comprehensive understanding of the project's potential benefits and challenges. It confirmed the project's economic viability, with the Cost Benefit Analysis demonstrating a positive return on investment. The study also highlighted the community and social advantages of integrating health and recreation services, setting a clear path for Council to seek funding and further progress the development of the hub. The study has laid a strong foundation for Noosa Council to move forward with confidence in realising this important community project.
