PURPOSE

CPR Group was engaged to develop the Winton Cemetery Master Plan, which aimed to create a comprehensive strategy for enhancing and expanding the Winton Historic Cemetery. The project sought to honour the historical significance of the site while addressing the current and future needs of the Winton community. The plan provided a clear vision for the cemetery’s development over the next 100 years, ensuring it remained a respectful, accessible and aesthetically pleasing space for all visitors.

APPROACH

CPR Group’s approach emphasised addressing local needs while considering historical preservation, environmental conditions and tourism potential. The plan maintained and enhanced existing historical elements, ensuring that new developments integrated seamlessly with the site’s rich legacy.

Infrastructure and aesthetic improvements focused on accessibility and visual appeal, including the installation of DDA-compliant footpaths, new seating and upgraded garden beds. Sustainable landscaping practices were implemented, utilising resilient plant species and efficient water management systems. The plan also formalised drainage swales and the installation  retaining structures to prevent erosion and ensure long-term stability. A prioritised implementation plan was developed, allowing capital expenditure to be spread across multiple budget years, enhancing opportunities to access external funding and amortise costs over time.

To future-proof the cemetery, CPR Group planned for new lawn cemetery sections and columbarium tiers, ensuring long-term accommodation for the community’s needs. A Winton Cemetery Master Plan Infrastructure Palette was created to ensure all new infrastructure was both consistent and durable. Operational efficiency was enhanced through clear maintenance guidelines and the plan encouraged community involvement in restoration efforts to maintain the site’s high standards, tourism appeal and dignity for future generations.
