Highfields Football Club is a growing community football club with a strong local identity and an important role in supporting participation across the Highfields and Toowoomba region.
As the local population continues to grow, so does demand for football. More players, teams, families and programs create exciting opportunities for the club, but they also place increasing pressure on volunteers, facilities, systems and day-to-day operations.
Highfields Football Club recognised that continued growth needed to be supported by a clear plan.
CPRG was engaged to prepare a strategic plan that would help the club set priorities, strengthen its operating model and create a more sustainable foundation for the future.
Planning for a club that is growing quickly
Growth is a positive sign for any community club, but it can also create challenges.
Highfields Football Club had reached a point where its existing structure needed to evolve to keep pace with increasing member demand. Like many successful community sport organisations, the club relied heavily on volunteers, committee members and a small number of paid roles to manage a growing workload.
The challenge was not a lack of commitment. The club had passionate people contributing across many areas.
The question was how to create a structure that could support those people, reduce pressure on volunteers and allow the committee to focus more clearly on governance and long-term direction.
Our approach
CPRG facilitated a strategic planning process with Highfields Football Club to explore the club’s current position, future needs and priorities for sustainable growth.
A key part of the process was helping the club step back from day-to-day activity and consider what the organisation would need to look like in the years ahead.
The planning process considered how the club could strengthen governance, support volunteers, improve systems, build financial sustainability, plan for future facilities and continue developing football opportunities for players and coaches.
It also explored how the club could move towards a more sustainable operating model, where paid roles and volunteer contributions work together in a clearer and more coordinated way.
A plan informed by members
The strategic plan was shaped by member input, including more than 60 survey responses.
This feedback helped the club better understand member priorities and expectations, particularly around player pathways, coaching support, communication, leadership and the overall direction of the club.
By combining member feedback with committee discussion and practical planning, CPRG helped the club develop a plan that reflected both the lived experience of members and the operational realities of running a growing community football club.
Supporting volunteers and strengthening structure
One of the most important parts of the project was the focus on organisational structure.
As clubs grow, it becomes harder for a small group of volunteers to keep carrying the same level of operational responsibility. Without a clear structure, committees can become overloaded, volunteers can burn out and the quality of the member experience can become harder to maintain.
The Highfields Football Club strategic plan gives the club a clearer way to think about roles, responsibilities, staffing, subcommittees and succession planning.
This helps the club consider how operational work can be better supported, while allowing the management committee to focus on governance, strategy and long-term decision-making.

The final strategic plan gives Highfields Football Club a practical roadmap for the years ahead.
It supports the club to manage growth in a more coordinated way, strengthen its internal systems and continue building a positive football experience for players, coaches, volunteers, families and supporters.
Most importantly, the plan recognises that sustainable growth is about people as much as programs. It is about supporting the volunteers who keep the club running, giving leaders clearer direction and creating the structures needed for the club to continue thriving.
