Scope
Brisbane City Council engaged CPR Group when a Development Application for a quarry extension was required. CPR Group formulated and implemented a comprehensive Stakeholder Engagement Program. This complemented the legal strategy, which was to plan from the earliest stages for a possible Planning and Environment Court appeal.
Issues
Many nearby residents had been sensitised to the quarry and its sometimes non-environmentally compliant operation, prior to its purchase by Brisbane City Council. CPR Group, through comprehensive briefings and relationship building, improved the situation and gained a ‘license to operate’ from the local community.
Outcomes
The intensive Stakeholder Engagement Program implemented by CPR Group resulted in 28 of the 33 submissions on the Development Application to Council being letters of support for the extension of the quarry. The majority of the supportive submissions lodged during the Public Notification period were received from nearby residents who had been briefed by CPR Group in close collaboration with the project team.
The Bracalba Quarry Development Application achieved unanimous support from Caboolture Shire Councillors, following staff recommendation for approval. The Divisional Councillor in his address to Council specifically praised the inclusive Consultation Program.
